The success of the PRO-ACT
project depends largely on accurate, complete and timely reporting of
achievements to PEPFAR/USAID. Achievement of set targets is of utmost important.
Hence, the objective of the M & E Associate Director position is to provide
technical leadership in the development and operationalization of the PRO-ACT
Performance Measurement Plan (PMP) integrated with PRO-ACT institutional and
other PRO systems; so as to generate strategic data for program management,
reporting and documentation of best practices.

POSITION: HEALTH
SYSTEM STRENGTHENING SPECIALIST:
Location: ABUJA
Overall Responsibilities:
The objective of the Health
System Strengthening Specialist position is to support team to build sufficient
and sustained capacity at state and LGA levels multi-sectoral HIV/AIDS/TB
systems strengthening including strategic planning and financing and monitoring
for result.
Specific Responsibilities
·
Support State MOH and supported health
facilities to conduct health systems analysis to identify system contributions
to service quality and improvement.
·
Assist state and select local governments build
and support vibrant public-private partnership for health and HIV/AIDS that promote
participatory decision-making in key processes of state programs
·
Establish system and support state and local
governments map resources for HIV/AIDS and TB, budget resources according
priorities and evidence, monitor disbursements and budget performance
·
Provide support to strengthen the relationships
between SACA finance team and State Ministry of Finance ; Ministry of Budget and
planning
·
Support the State to establish a schedule for
various critical coordination meetings throughout the years, such as quarterly
meetings of donors funding programs in the State, HIV/AIDS activities in the
State map all interventions across the stte and to realign ongoing HIV/AIDS
activities with SSP priorities
·
Ensure linkages across other USG Funded program operating
in the State.
·

Provide clear documentation of programmatic
achievements and keep senior management informed on monthly, quarterly and
annual basis.
Qualifications:
·
Post –graduate degree in public health or health
planning or health economics or related field with extensive field experience
managing programs in the developing world
·
At least 4 years experience working on health
systems strengthening including particularly health planning and health
financing in decentralize health system. Nigerian or West African country
experience is preferred
·
Experience and demonstrated success in
designing, implementing and managing complex health projects in developing
countries.
·
Demonstrate capacity to network and negotiate
with key stakeholders across different sector in support of health or HIV/AIDS
programs.
·
Excellent facilitation skills supporting
decentralized entities to translate policies into strategic plans for
implementation; and computer literacy in spread sheets is a must. Advanced written
and verbal proficiency in English including business terminology.
