VACANCY FOR THE POST OF BURSAR, IN FEDERAL UNIVERSITY OF PETROLEUM RESOURCES, EFFURUN, DELTA STATE.



In keeping with the provisions of the Universities (Miscellaneous Provision) Act 1993, as amended in 2003, 2007, 2012, and in exercise of its powers contained therein, the Governing Council wishes to commence the process of filling the vacant position of Bursar. Consequently, applications are hereby invited from suitably qualified candidate, for the position. Interested candidates are requested to note the following information about the University.

THE UNIVERSITY:
The Federal University of Petroleum Resources, Effurun (FUPRE), Delta State, Nigeria was established in March 2007 under a Federal Government of Nigeria initiative to build a specialized Univeristy to produce unique high level manpower and relevant expertise for the Oil and Gas sector in Nigeria and worldwide.
FUPRE is the first of its kind in Africa and it is destined to be the premier International Institution-of –choice with the state of the art facilities to provide the petroleum and allied sectors, world class education, training, research, consultancy and extension services.
THE POSITION:
The Bursar is a Principal Officer and the chief finance officer of the University. He is responsible to the Vice-Chancellor for the day to day administration and control of the financial affairs of the University.
For this key management position, the University seeks candidates with vision, good managerial ability, integrity and transparency in private and public life and who should be able to provide the management of the University with appropriate advice and support for all of the institution’s financial transactions. The right candidate should have the ability to generate ideas that would boost internally generated revenue.
QUALIFICATION:
Candidates must possess a good honours degree in Accountancy or related discipline from a recognized University as well as a Professionally recognized accountancy qualification i.e. ACA, ACCA, ACMA, CAN, CPA from any of the following bodies:
i.                     Institute of Chartered Accountants of Nigeria
ii.                   Institute of Chartered Accountants of England and Wales
iii.                  Institute of Cost and Management Accountants
iv.                 Institute of Certified Public Accountants
v.                   Association of National Accountants of Nigeria.
While the possession of any relevant postgraduate qualification will be an added advantage.
Applicants must also be computer literate and have a good working knowledge of accounting packages.
EXPERIENCE:
Candidates must have at least fifteen (15) years post-qualification, full time, cognate experience in a public University. The last five years of which must be as a Deputy Librarian.
SALARY AND CONDITIONS OF SERVICE:
The remuneration and other conditions of service are as applicable to the post of Registrar of all Nigerian Federal Universities, as may be determined from time to time by the Federal Government and Governing Council as appropriate. In accordance with the Universities (Miscellaneous Provisions) Act 2012, the successful candidate shall hold office for a single term of five years (5) years.
Fringe benefits include a pension in consonance with the Contributory Pension Scheme and appropriate allowances as may be approved from time to time by the Government/University Council.

Each applicant must have three (3) referees who should be requested by the applicant to forward their referee’s reports under confidential cover by courier service directly to the Ag.Vice-Chancellor.
All application should be submitted by courier service under confidential covers in sealed envelopes marked “POST OF LIBRARIAN, FUPRE” to reach the office of the Vice-Chancellor, Federal University of Petroleum Resources, P.M.B 1221, Effurn, Nigeria not later than six (6) weeks from the date of this publication.
