Association for Reproductive and

Position: CONTRACT AND
GRANTS OFFICER: Location: Abuja.
Under the directive of the Deputy
Director Programs, the Compliance and Grant Office shall provide support in the
administration of contracts, grants, task orders and cooperative agreements.
Specific Job/ Responsibilities:

Responsible for the review of sub-agreement and
sub-contracting implementation activities and contractual arrangements to
ensure they meet with donor and organizational regulations
·
Interpret and apply funding regulations to
ensure that all ARFH policies and procedures and federal procurement and
contracting requirements are met for sub-agreement and sub-contractual issues
·
Provide support to other staff to ensure project
wide understanding of contractual issues
·
Implements procedures for projects to ensure
that adequate records and audit are maintained
·
Carry out financial support of sub-recipients
and CBO through supportive supervision, coaching and mentoring and oversight
visits
·
Follow up on implementation of audit
recommendations/ management actions plans
·
Carry out investigations of all alleged fraud,
mismanagement, loss of assets etc.
·
Ensure that project can function at a high level
quality while delivering value for money services
·
Work with programme, M&E and financial team
to ensure effective usage of grants funds.
Qualifications:
Degree in Accounting, Finance or
other relevant field plus any of the following professional accounting
certification; ACA or ACCA, CPA. At least 3-5 years experience in grant
management in adynamic and multi-cultural international non-governmental
organization setting. Excellent accounting and auditing skills. Knowledge of
USAID and other international donor rules and regulations as related to
contracts and cooperative agreements. Working knowledge of OMB Circulars. Good
Computer skills in MS Office and accounting software-QuikBooks are highly
essential. Masters degree in finance, Business Administration is an added
advantage.
